Confused about flare gun
When you use the flare gun minutemen from nearby allied settlemnts will come to your aid. If these minutemen that came to your aid in the fight and die, do those settlement that sent minutemen to assist me lose population?

They never helped me . Even after shooting multiple flares.

One you have to be close enough to a minuteman settlement. There are mi nuteman patrols that wander the wastes nearby settlements those are who respond.
