set timescale to 0
Will freeze the game (you can still use the interface and whatnot, it's similar to opening your inventory, the environment also freezes that way.
By default the timescale is 16 so set it back to that after it:
set timescale to 0
q
set timescale to 16
So as you can see this is a very sloppy way, but I'm not sure if there's a 100% solution available for you yet.
I can understand why you'd be used to or just like FO3's VATS better, but I recommend experimenting with this system in the meantime. It has it's uses.
Edit:
Except how it protects you during VATS. I've avoided a lot of melee damage this way.
