Action point bug?
Somewhere mid game now, and after turning in several quests I went back out into the field post a little base editing and shopping and have suddenly found that when I try to use VATS it only lets me use about 1/5 of my AP bar and never any more, for some rifles this is only 1 shot and wouldnt even let me fire a rocket launcher :/

I've tried sleeping, using chems and a the cure all addictions one, removing litterally everything other than quest items from myself and nothing is working to fix it. Does anyone know anything about this issue or possible fixes?

Hello, i've got the same problem. As i was using an assault rifle without entering VATS, i didn't see the bug.
Now, i'm blocked, with 0 AP, i can't use VATS or even run, and my character is of course a sniper, so i'm pretty f*ck*d up =/

As says the youtube video, i think i've been equipping some new armor pieces when it happened (i had normal heavy metal armor and i've switched to the legendaries i had in my bag).

I think some legendaries or some related AP power armor pieces broke my character.

I've got a 179 hours corrupted save game, i've taken holidays for two weeks just to play the game ...
So i hope Bethesda will fix this bug very soon, this is a real deal-breaker =/

Yeh I think it's definitly something to do with clothing and power armour interaction, possibly using ultra light armor mods and entering power armor since entering the armor removes bonus's from normal armor I think, maybe somethings going wrong there.

Nice I'll have to play around some more and see if that method works

The way I kinda got round it for a while is really not ideal, using console commands I upped my agility to give the correct amount of action points available. It's really not a good fix though since it messes with stuff like sneak too and makes that feel too OP, but it did atleast make VATs more usable again.

I already had 10 agility and 0 action points. I had to use the console to set the correct number of action points (with all my bonuses, i have 195 action points, 165 without the equipment). It's worth to note that the console commands "player.setav actionpoints xxx" and "player.getav actionpoints" seem to be also bugged. I had some -190 action points within the console, i added 190, and the result still was not 0 ... To date, i've mailed Bethesda's support with the above explainations, a quicksave, and i had no answer. Very unprofessionnal, this bug is really blocking.

The normal formula is action points = 60 + agility x 10.
But this can be altered temporarely by wounds.
And you can also get some temporary or permanent bonuses (drugs or magazines).
I had a +5 AP from a magazine

@Matty, setting action points is more clean, setting agility to "artificially" hide the problem is very bad =)

mhmm I had problems with adding action points, I know the adding agility was a really messy and bad way of doing it, but after having spent ages trying to work out and come up with some kinda solution and agonizing over just restarting, I just gave up and went for the agility add.

I've had no luck with their support either, reading through the auto response from them seems like they litterally have no interest in providing support? and direct you to their own forums, but I never had any reply or help on there either, just more people reporting the same kinda bug.

yeah me too, after I alter my action points with console commands, now my action points depleted when I am sitting pretty doing nothing, must be bugged eh ???!!!!
That's so odd. I seem to have infinite AP. Only with a 10mm pistol though.

after I dig deeper it seems the stealth boy action thats trigger, the bug ... or action points do depleted when you crouching with power armor and become stealthy? does it? I do not recall have this problem before though

For me, this comes defitively from the power armor. I have to check if it comes from a particular modification (pretty sure it does, but i've stopped playing Fallout for a moment). But as the support really doesn't care, i don't know if there's any interest into debbuging their game, because there will be no fix if they don't listen =D.

As i've said, all my stuff is action points enhanced :
- ultra-light metal armor pieces, with some devastator pieces
- power armor :
-- core assembly torso
-- vats enhanced helmet
-- optimized legs

I've got the complete X-01 and T-60 power armors, so the bug is not tied to a particular set of power armors.

When i enter the power armor, my 195 action points becomes 155.
When i exit the power armor, my 155 become 185.
Thus, the action points reported in the power armor are incorrect.
And each time i enter/exit it, i permanently lose 10 action points.

The bug is easely reproductible ...

As a matter of fact, the "Cunning" armor affix is also borked beyond recognition ...
I naturally have 10 perception and agility (a common choice for beginners), i've generated some "cunning" metal armor pieces (via the console command "attachmod 1CF57C")
More agility is supposed to give me more action points, and it's not uncommon to try to reach scores over 10 (like for the charisma bonuses needed to increase your settlement's population).
It's completely broken too, one piece of cunning metal sets me permanently from 195 to -160 action points.

I suspect the developpers didn't anticipate the nasty "type overflow" bug (a common problem with programming languages).
I couldn't test any effects on hit chance (may be affected the same way), because you can't use the VATS with a negative action points pool.

However, the "VATS Enhanced" affix seems to be working.

So instead of increasing action points, i strongly suggest you hunt for VATS reductions.

It's very unprofessional to add features without proper testing (i work as a computer science engineer)

PS : i play with the official game, the latest patch from Steam ;-)

I see that this thread is already 2 months dead, but I wanted to give a bit of detail on what I've found. Number one I had the same thing happen, all of a sudden I could barely get one shot of my rifle off when in VATS. Did some web searching, and eventually found this thread. Yes, I agree when I would enter and exit my power armor, my action points would permanently decrease. So what was causing this now...because it wasn't like this before.

I experimented with:
Taking off my armor. No loss in AP.
Removing the Ultra-Light (UL) from all pieces of the armor. No loss in AP.
Putting the UL on each piece individually without the others. No loss in AP.
Putting the UL back on every piece, and equipping them one at a time. No loss in AP.
...weird...

However, while working on this I noticed an anomaly when I was crafting the armor. First off, let me explain what my inventory looked like. I had 5 pieces of heavy metal right arm, 4 pieces of heavy metal chest, 3 pieces of heavy metal right leg, 1 piece of heavy metal left arm, 1 piece of heavy metal left leg. For some pieces, when I removed the UL for a piece, the entire stack had their UL removed. For others, no. Weird inconsistency.

Sometimes when I placed a mod on the armor stack that I'm wearing, it would say I'm wearing the piece that was just modded. For others, no, I was still wearing the un-modded armor in the remaining stack. Weird that it wasn't consistent.

Okay, so something was going on with having multiple pieces of the same armor. I then tried putting the UL back on all the extra pieces of armor. Ah ha...AP loss.

Now, doing so more systematically, I found that when I had all 5 pieces of UL heavy metal right arm, and it was equipped, I would lose AP on entering the power armor. Not four, not three, not two, not one piece. Five pieces. Also, I would only lose 5 AP (whereas I was losing 10 before), but this was a start.

I tried doing similarly with the rest of the equipment, but I found yet another anomaly. When I tried to apply a UL to the stack of 2 Right Leg pieces (I was wearing the third, already with the UL mod), the game would crash. Happened every time, even if I did some stuff in between.

Okay, now we know there is definitely a problem with the way the armor stacks. So, I've given up on holding extra pieces of good armor on my character so I won't get the weird AP loss bug, and I know to always save my game before I craft. I used the console to reset my actual AP total, and I'm now off on my merry way, until the next game breaking bug.

I hope this helps anyone else who goes looking for a solution to a truly frustrating problem.

okay i had the exact same bug and what fixed it was getting naked and getting in and out of a power armor. Now its fixed

Okay i think your right because i had to get naked, get in and out of a power amor suit, and now its fixed. Downside is that i think i lost my wedding ring hahahaha

I had this happen before
I used different name and started over to see if still was there
If it is reinstall your game
If not it the scope and weight that determines action points
