Bobblehead didn't level perk

So, I just went to get my lockpick bobblehead. And a bit later I found out it didn't actually level my perk.
I am level 16 with 2 points in lockpicking already meaning I can level it again at lvl 18. So that could be the explanation of me not getting my point. Would I be able to still get that point back at lvl 18? Or is it forever lost and do you recommend me to roll back.

I just had the same issue with lockpicking bobblehead.

Bobbleheads don't upgrade your perks, they give separate passive effects. The lockpicking one just makes locks easier to pick (the hit zone is a little wider).

It works the same way as Tumblers Today magazine.
It doesn't increase the perk level, it just makes it easier to find the sweet spot.
