He didn't follow me either. Just ignore it and go on, he will teleport to you

he was bugged, I just reloaded an earlier save and he moved

I have the same issue. After I reloaded he followed me!

He doesn't follow me as well (He's stuck in the area between the first and the second lift). I have advanced in other quests so I wouldn't want to go back to that save point. Has anyone figured out a workaround or should I just give up on completing that quest? :steamfacepalm:
