generally yes but you can mod the combat rifle to use the .38 caliber or .308
just like you mod the sniperrifle to use .50

what you call 38mm
are actually .38 its a caliber not a size in mm if the bullets actually were 38mm they woulndt be far away from this

EDIT: it make me wonder why we cant use Bofors 40mm AA guns with our power armor now... i mean those bofors guns are practically all over the planet even during WW2
.38 rounds are generally terrible for gunslinger/rifleman perk purposes, because they lack the damage capacity to make non-auto weapons effective, and they can better regulate a limited ammo pool of stronger rounds.
It's 0.38 inches = 9.652 mm, so very close to the 10mm ammo actually :D
There's .50 Calibre and 5mm, they are not the same. Miniguns use 5mm, not 0.50 Calibre.
