That's an odd setup, 8GB of ram with a 980ti?

Anyway, have you tried this? May or may not help. https://www.reddit.com/r/fo4/comments/3sdyu7/the_old_ini_tweaks_still_work

Could also decrease shadows to low, I hear shadows make a big difference. If neither work.. you might be out of luck until a patch/mod.

Why would I need more?

And I dont wanna play with dated graphics just to get playable frames.

Because games ask for 8GB minimum at times, along with background processes or multitasking.. anyway, try that reddit fix if you haven't. Apparently works well, but might not solve your specific problem and doesn't affect graphics.

I've yet to play a game that needed more than ~6GB at 1440p.

Reddit fix isnt a fix if you read it properly.

8GB of RAM is fine. Haven't seen more than 5.5 GB used with Fallout 4 running. Using the MSI Afterburner overlay to monitor it.

Similar number here.

People in the thread claiming ~30FPS improvement, and enabling hyperthreading would seem like it'd potentially increase FPS in certain situations.

Already have the HT fix, didnt actually do anything though as I cap the game at 60fps to prevent issues some people have experienced. And knowing GameBryo, best to let it stick to 60.

He's just trying to help you and his suggestion for more RAM is a reasonable one.

I'm running on Ultra stable 60fps with a GTX970, i5 4690 and 16gb of RAM (albeit at 1080p), make of that what you will.

I love ignorant statements from people that walk around in the wilderness basing their frames on taht.

And more ram hasnt had an effect in any game, there are plenty of 8 vs 16gb comparisons out there and 16gb has barely a fraction of an impact.

I have......... numerous times.
Suggesting more RAM is NOT reasonable.

Ok, screenshot and i'll believe you.
On same settings ofc.
Looks like a CPU bottleneck in the image. Happens to me in city areas and at the Corvega factory. 2500K 4.2 GHz.

How not? It's a tiny price (compared to his other hardware, atleast) and depending on background processes it could make a difference. Ofcourse, if you have absolutely nothing else running, I don't believe any game currently out will use more than 8GB under any normal circumstance (aside from a memory leak), but it isn't a bad thing to have.
