right now it is just way too messy.
the rest of the game is totally playable without settlements. just save the minutemen for playthough number 2.
In other words, it's currently rubbish and near worthless.
I have been trying to uniform my settlers to a degree. I.e. any I have defending I give instantly recognisable armour too, those tending crops & try to make them look like farmers. Someone manning a Store would have a smart suit, etc. etc. Farm from ideal, plus settlers do often just wander off and disappear for extended periods which is a pain too!
This will either be patched - it strikes me as an incomplete feature personally - or it'll be modded to not be rubbish...our second or third play throughs should be less painful I hope.

When you open their barter menu, just trade them some clothes you want them to wear, then swap over to their side and press the the prompted button to equip it to them.
