"I had the same problem and just fixed it. Haven't completed it yet but it seems fine so far. I used (thank you for troubleshooting and saving me time btw):
player.sqs ms16miscobj to find that I was at stage 10, then used setstage ms16 15 -> setstage ms16 20 -> setstage ms16 25 -> setstage ms16 30
You can probably just jump straight to the 30 one but all of those were listed when I used the console to look up the quest stages, so I'd just do them all in order so the quest flows more naturally. Also you'll have to use the tcl console command to get through the door you mentioned."

If bobbi is not opening the door.... rest for a full day....at least this is what I did.... then head toward the door.... and if that doesnt work keep going back and forth in the alley a couple times....
bobbi eventually came to the door again and I didnt need console commands....also try bringing a companion with when going to the door....
Again I know some of that might sound stupid but trust me had same issue and I eventually got her to open door again
I am someone who refuses to use console commands for bugs... so I am forced to try odd things sometimes.... you should have seen what I pulled off in fallout NV for a bugged companion that wouldnt activate a quest
