ai pathing ain't great in this game. a clear and easy path could be the solution.
If it's too narrow/confined or against the wall and they can't properly get behind it (before they begin the final animation of wiping down the countertop), then they'll never be able to reach the stall to begin working. This usually results in the NPC going back and forth or eventually they walk a distance away and stand idle.
Also try to make sure your store is in the center of a large floor tile... not off to the side, not on one of the smaller half-sized floor tiles. NPC's don't seem to like calculating how to path over those, I've seen them hesitate for 5-10 seconds at those while it's figuring out the best route.
My weapons store hasn't ever had any issues other than the above.

Screenshot shows the area and 2 shops that worked fine. Also shows that it's been assigned, but that he refuses to walk over to it. Problem is no matter where I've moved this thing the settler just stops where they are when I assign them to it. Tried 3 different settlers, so it's not just this guy. And none of them were ever assigned to anything else so there's no conflict there causing it. I'm at a loss now.
