maybe try raise the difficulty? more legendary enemies could possibly drop better gear.
The Light Varient is only a small Armor Plate, two sholder guards and thigh guards.
The Sturdy comes with leather vests under the plate, addtional elbo and wrist guards for arms, and an additonal shin and leg guards for legs.
The Heavy encases the leater section with more armor, and the shoulder pads now have an added pladon in aditon to the elbo and wrist guard, the leg wil be encased in armor all the way.

Also the material modifications changes the appearence of your armor. (the miscellaneous mods don't change appearance as far as I remember)
This even goes so far that with some armor parts (not sure which are included) the material mods change the plating too (found on the heavy raider arm piece).
What I do is set up more settlemts, only radio towers and turn them on, I check back regulerly on pip bo to see if anyone new joined, I then go to that new settlement and tell the settler to move to my main settlemnt. In this way I got 21 setlers in a few hours. They typically assign themselves to a task, but I found that sometimes I needed to manually make sure a crop is being worked on using the settlemnt builder interface [no red vault boy icon on requiered], and assign a wandering guy to it. The people we come and go may be traders or other wanderers. That or they got killed by raiders.
my town will never get attacked the def rateing is way high and i have so many turrets no way anythinc could get half way down the bridge. im nowhere near max pop i have the stuff for 20 people but no more than 8 will be in town any new ones are super rare and only stay 24 hours traders and followers dont count to your pop count. im probly going to not make towns they did a real bad job with it some real stupid stuff to thats just killer. it also sucks down resorses and all my hard work never gets used i made a bar but all the people just stay in one house or at there job. if i do anything it will just be beds food and shops wish the shops wher not allways stalls. i can find anything i need out in the waists anyway.
