Had A Chat With A Dead Man

About 10 hours or so back I saw a dead guy and a merc on the road, assumed they were traders, the guy in question was 'Fred O'Connell'. Just now he walked past me (alive) with said merc and suggested I check out vault 81 (which I have visted as someone else suggested).

Is it just me or do things tend to 'reset' in this game? I remember looting some places then coming back and they had things like stims etc laying around again. Now this dead guy appearing.

I know it wasn't a loaded save game, as when I seen dear old Fred was in my 2 hour trek to finish the first BOS quest and I didn't die in that long winded thing.

Or perhaps simply all this time alone in the wasteland is driving me insane...

i think they reset, i wiped out everyone in vault 95. i have cait as my follower, she had a mission for me to take her to vault 95 to get her "clean" from drugs, toook her there and everyone i had just killed was back, this happend not even a day in game time either. lol i found it funny beacuse i gained 2 levels such lol.
