Yup. I have to assign a new vendor every couple of days (in game days) as they always vanish.

I am having this exact same issue. In Sanctuary I have all 6 tier 3 shops, yet only 2 of the shopkeepers will ever barter with me (weapons and clinic). The rest I can't even trade with... they just say "What?" and "Huh?" or "Need something?" every time I try to talk to them. No dialogue options.

I don't even care at this point that they don't generate caps at all either, I just want to sell ♥♥♥♥ to them. Anyone found a fix for this yet?

Yup, having this issue as well. I can get them all to stand there and they will generate caps but they won't give me the barter option.. Extremely frustrating.

I had the vendors in a self made building in the furthest corner from the premade building in Abarnathy farm. I moved them all out and put them on one foundation block surrounded by stairs near the main building and they all started working for me again. Also, at the Sanctuary one of the followers wouldn't take any commands until I accepted his Ghoul quest. Afterwards it was all good. And they all have to be Settlers or certain characters that aren't Companions. Sturges, Marcy Long and Jun Long or whateves all give me difficulty. Seems they are very picky about where they will be, has to be nice and open, and if they have any backed up AI commands they go on the frits. The less you've interacted with them the better I've found.
