If they show they are linked on the map, then you should have access to all the workshop mats.

Maybe, try breaking the link between A > C and see what happens, so it's just one input into each town.
I have 11 towns linked and can access all the materials I own between them.
Even though it doesn't show up in the workshops, they are shared once you put a supply line between them. Try building something in the settlement you put a supply line too, it will work.
I wish I could share between my bases, but I've gotten used to having a house for me, and a house for public consumption.
Same for the junk, you also have to deposit it in your main base else you forget where you put it since it's not shared.
