The "mod" just has you set a hex value so the maximum limit would be a high number instead of what it is now.
By the way be careful with that because the way the engine has worked in the past it didn't like too many objects of a certain class being in a small space at one time. CTD, commonly.

When I am using Mods from the Nexusmods page and I start the game, probably with the Nexus Mod Loader, can I still get Archievments or isn't it with Steam then?
Enforce, using the console will not block achievements. But do note Flyingbox's warning about that mod.
Console commands will not disable achivements in any way.
The console is always there in every Bethesda game. Its mainly to be able to fix glitches and bugs at any given moment, without having to wait for a patch to fix a stuck door etc.
But, I did do a Google search on Unlimited Settlement Objects and that mod has been pulled for review.
So, Enforcethen, if that is in fact the mod you used and it called for installing any thing other than the mod files itself you should remove those files immediately.
I would delete any .exe or .dll files from the Fallout 4 program directory and then validate local files to redownload the proper files to be safe.
