Interestingly, when I tried assigning Piper (who is also stuck doing nothing in my game) to a Guard Post in my settlement, there was no option for her to be moved or assigned. I can even move a generic NPC, so it's not even companion related. Piper stopped being an NPC in my game apparently. She's now inanimate to a point where she only asks me about the weather and that's it.
I guess the save you loaded was still after what triggers the bug. :/
But the problm of Piper, dunno, maybe try to dismiss her and teleport her to her house(her standby point)?
The dialogue window did nothing though. When talking to her she still repeated generic lines as if she wasn't my follower, making her follow me did nothing, it didn't even change to "Stay", it always said "Follow", she made an acknowleding "Uh-hu!" or said "That's a plan!" and remained standing there. I could trade with her, however, but I could not dismiss her via dialogue either.
It's just completely f*cked up. Big.
You have to be standing right ourside of Nick's office front door to trigger him to start walking.
Be sure to trade with them and get your stuff first, as this spawns the character with their default inventory (but your relationship status remains the same). Like Pew Pew said, just go into the console with ~, click the companion to get the ID, type 'resurrect', and you're back in business
