No you can't. The game is on rails. You have to play it out before going somewhere.
The junky was just dead on the ground in the road so I looted him and he had a note and once you read it you get a quest.
One of the funniest recurring bugs in the game is how many "go there and kill stuff" missions proclaim I've finished killing everyone, while there are still 5 enemies attacking me.
I bet the bug is the kill quests add extra mobs to the area, you kill those off and the others left are the area's regular spawn. Mod or a future patch will fix it
Not a bug, they just declare one of the things you need to kill as the "mission" monster (usually furthest into the area). Kill that one and the mission is a success. You can use that to your advantage if you're a good sneak, just sneak past all of them until you find that one, kill them, then sneak back out.
