Report a translation problem
Open the game console and type in the following to manually finish the quest:
Completequest MQ204
Then to start the following quest type in:
Startquest MQ205
That should do it, this now should help you if any other missions are glitching instead of this one:
First you need to find out the quest id, currently the Fallout 4 wiki haven't been updated yet with the IDs, but in the future it may be, first search for it on: http://fallout.wikia.com/wiki/Fallout_4_quests
(If you found the ID in the wiki, jump to step 3)
Step 1: Finding out what is your quest ID.
Type in "SQT" in the commands console, that will list all your quests, in the following format:
"Current Quest: MQ204
1 current targets
Target 1: Reference: (FF013AE2), load door: (12345678)"
Step 2: Finding out which is your current quest.
You'll have to figure out yourself which one of the quests is the one you need to complete manually, so you'll have to teleport to each objective until you find the glitched one (save before, this might break your save).
To do that, use the player.moveto command in combination with the ID that appeared after the Reference when you typed "SQT"
Player.moveto FF013AE2
Unfortunately, you'll have to do this until you reach the glitched objective, sorry for that.
Step 3: Completing the quest manually
Once you find the glitched objective, you'll have to use the CompleteQuest command and complete it, like the following
Completequest MQ204
You can use this for any other quest id you want.
Step 4: Starting the following quest.
When you finish a quest manually, it's following one won't start automatically like it does when you finish it yourself, you'll have to start it manually too, in this case just type in:
Startquest MQ205
If you're finishing other quest manually instead of "The Glowing Sea", you'll have to find the ID for the following quest on the Fallout 4 quests page in the wiki. Good luck and send me a message if you're having any troubles!
I was doing the railroad quests with the institute. I got to the part with the institute quests where you have to kill Desdemona which gets you to the part where you have to warn her of the brotherhood. I told Desdemona i wouldn't kill her and the game wouldn't let me start a conversation with her to warn her so i completed the quest like you said but it won't let me start the next quest with your command
