I unchecked Enable Intro Video and Enable God Rays
Checked High CPU Priority and set the number of cores to use as 2, since that's how many my computer has. I really hope this helps anyone else having this problem.

TAKE MY MONEY for hosting a website that hosts projects made by the users using the website....
Boy, they got a good thing goin there dont they? I'll edit my .ini files manually, or buy the mod directly from the creator before signing up for a website that basically charges for something thats not theirs to begin with...
Seriously, steam is free, and they offer a WAY better and universal service then 'nexus mods'
Even worse is that we have to mod a game to make it work. Any other game in my library i hit play it plays like right ♥♥♥♥♥♥ now, but not fallout 4, im constantly restarting, closing programs to make it start. After the game is running i have no issues, i could leave it up for over 24hrs (I have) and it wont crash, lag, nothing.
But the game just wont start the first time, im always spending half an hour tweaking settings to trick it into running.
If they dont patch this soon i will be very disappointed in my purchase.
Not to mention the infinite caps glitch at EVERY vendor..
Oops.. seems Fo4 was released a tad too early. I'd much rather have waited then dealt with these bugs. Afterall, what fun is playing a survival game, trying to get everything and spend caps wisely, progressing with friends that are at the same point in the game, then someone figures out caps are practically infinite at any given moment, any merchant, any where.
Hm, makes me care a lot less about picking up all that junk and scavenging when i could just go to a merchant and buy shipments of materials, all kinds of legionaries, AND end up having more caps then i did when i started the trade, leaving the merchant with no caps or items.

Quite a lot like Steam in many ways.
1. Click files
2. Go to the top file
3. Download manually
4. Once it's downloaded, open the .zip up
5. Take the file out and put it on your desktop
6. open it
And your done!
Edit: I also deleted my saves, but I restored them after I found out that didn't work.
The number of cores to set is the one named: iNumHWThreads
The setting to set the CPU to high priority is labeled as High Priority on the right
Enable GodRays is in the middle. You can just uncheck Volumetric lighting, as it also disables GodRays
If the things here don't work for you, try turning down all the game's settings to the absolute minimum. This'll make your computer not have to work quite as hard. If even that doesn't work, try messing with the settings in the Fallout4ConfigTool. If even that doesn't work, I'm sorry to give you this overused line, but, you need to buy a new computer :/
