Can't take out any weapons anymore
Starting the game/loading save again does not change it in any way, I can't take out anything, I can't use the VATS either, anyone having this problem ? Any way to solve this ?

I've been struggling with this all day but this fixed it, thank you. What causes this issue?

I have encountered this bug a few times too. For me it has been caused every time by an companion - or an other NPC - who tried to initiate a quest- or story-related dialogue with me. If i had not noted it and had walked away without bringing the dialogue to an valid ending, it happened sometimes.

Just try to find the guy who want's to speak with you and look at him to get the dialogue-options. Once the dialogue is over, controls are restored.

this is 3 yrs old but i have the problem where i can draw weapons but not shoot them and i cant skip conversations with people and when i type in 'dumpinputlayers' i have 3 layers. 0,1 and 2 all of them have none underneath. do you know how to fix this

Have you tried tapping shift or tab?

Everytime this has happened to me, it's because the game sustains Shift or Tab presses if you use Steam Overlay or other Overlays, possibly even if you alt-tab.

Just like what he said. Put 'DumpInputEnableLayers' in command line
and some lines like Layer ID 0 has been --- will show up
And then remember the Layer ID.
ResetInputEnableLayer # <-- put the ID number here.(if you have multiple ID, put it one by one)
Example) Layer ID 0 has been ---
Layer ID 1 has been ---

You have 2 layer IDs, 0 and 1.
And the command should be like this
ResetInputEnableLayer 0
ResetInputEnableLayer 1

This worked for me! Thanks so much! My only save prior to my weapons breaking was 8 hours old. This saved me so much time!
