And in my experience, it's like 20%. As in, I've found about 10 pieces of headwear (Not counting Power Armour.) and only two of them cover the face, and they're Gas Masks, so I don't know what else I would expect.
i still say its closer to 75%. i dont count all the random hats and glasses that have low to no stat bonuses. maybe if you're playing on easy mode you can get away with wearing sunglasses and a fedora but i need all the survivability i can get. i just wish i could see my awesome face i put an hour into. i've literally NEVER seen it since i got my first real helmet.

A weapon deals damage, signifcantly more than you could ever do with only fists.
Most helmets offer a meager defensive advantage to only a single part of your body.
And difficulty is irrelevant because 200% enemy damage is still 200% no matter what you put on. You're still going to die in 4 shots at the most outside of Power Armour.
player.modav damageresist <amount>
player.modav energyresist <amount>
player.modav radresist <amount>
also works for a lot of other variables
Note: modav adjusts the value up or down by the specified amount, and changes are relative to the current value. For example, if your Carry Weight is 500, player.modav carryweight 150 will set it to 650 (500+150), while player.modav carryweight -150 will lower it to 350 (500-150).
Oh and if you had armor with that added a special stat use:
player.setav <stat> <amount>
It adds the amount to the stat as if you leveled, so perks would unlock with the increase
You must play on very easy or something.(@bansheebot, not OP) I want to be able to wear say, my power armor suit while also being able to see my face, on Survival difficulty. If I took off the helmet of the suit do you have any idea how harder it'd be since I'm running a melee build?
Uh, I guess? Meager defense advantage? On my fully modded MKVI X-01 helmet I have 320 DMG resist, 240 energy resist, 150 rad resist. Sure sounds meager to me! And no, have you heard of full combat armor? I seriously doubt you'd die in four shots wearing that, depending on what enemy you're facing.
Or you could have the same bonuses while seeing your face like every single one of those games you listed have a mod for. Which, you'd think Bethesda would ♥♥♥♥♥♥♥ pick up on and just put it in the game themselves. MMORPGs have an option built in most of the time, why can't Fallout 4?
How is he a child for wanting to see the character's face that he worked on at the very beginning of the game? Where in his two posts did he say "WOW ♥♥♥♥ THIS GAME I DON'T LIKE IT"? He simply wanted a solution for this flaw of the game.

Some people like a challenge with their good looks, I guess that's all I can say.
Wearing clothes ceates a challenge by itself, i was just mentioning how to reduce it, that was the whole point lol
