Question on cargo manifests in terminal

I stumbled upon a shipping center and accessed the terminal in the shipping office. The cargo manifest indicated that there was a shipment of fuel cells, but as much as I looked around I couldn't find them. The shipping status shows "on delivery". Does the cargo manifest indicate that
A - I should be able to find the cargo at the shipping station
B - I should be able to find the cargo at the destination indicated on the terminal
C - the cargos out for delivery and I might find it on a truck somewhere.
D - shipping manifests are meaningless
