you can create a supply line, It requiers the local leader perk rank 1 ., find a settler and you will see the option to create a suply line. sharing the materials with 2 settlements.
Edit: some settlers cant create a supply line but most can. You can also send settlers to other settlements to have more ppl in one place, using them as supliers to the camps you care about.

i had about 1000 steel in sanctuary and about 400 in the camp i routed and so on
maretials can be shared at any location with a supply route to the settlement with the actual supply. note that it only shares the supply of junk and not anything else stored in the workshops.
But I'd imagine even without that, supply lines would be super helpful if your main concern is bulding settlements, and not Resident Evil Item Chest storage letting you pull your fatman left in sanctuary out at wherever your supply line leads.
This is a good reason to have a button to convert all the junk into material. instead of having to drop everything on the ground to do it manually
you misunderstand, you have access to use the full supply of junk whether it's in raw componenst or not.
I've heard it won't show it if you look in the inventory though, it's just sorta invisibly accesible.
So I'd imagine a lot of the confusion is people looking into their workshop storage and seeing next to nothing inside it instead of a huge pile of everything. Even though they can still build stuff with the off site materials.
A better convert button would be nice though. I can imagine if you ever planned on getting the scavenger perks wishing you didn't scrap everything early however.
