Report a translation problem
Kill Finn, seems to push forward the quest.
The problem i believe it occurs when somehow fin and maybe other goodneighbor npcs suddenly spawn dead due to a bug. So ALWAYS inspect the entire settlement to see if there are more npcs dead, even the guards, oddly enough when they die due to this bug they won't respawn. Resurrect everyone who's dead with resurrect console command, if u let the game clean the cell will be a pain in the ass to fix it.
Finn case is special, if he does not trigger his part of the plot Hancock won't progress
Go to the spot Finn was supposed to be and Open console command and enter these commands:
Prid 33587
Disable
Tai
Recycleactor
Tai
Resurrect
Enable
Moveto player
Close console command, he should appear in goodneighbor and go to his spot but won't interact with u, the game must understand he is back and alive, as the others npcs too, so go far away on a indoor place like home plate and sleep for 7 days in game straight. Save, close the game and open the save just in case. Fast travel to goodneighbor and do stuff as usually this should fix the problem, don't forget that everyone outdoor goodneighbor must be alive otherwise Hancock will simply get stuck soon after when he is supposed to do a speech but since someone is dead he will just stay there waiting till everybody gathers which they won't
