Where do I find/start this quest?

Can't find it either, according to Wikipedia the quest giver is supposed to be on the docks behind the Shamrock Taphouse. But he is not.

Its a submarine near the harbor. I was swimming around and something came out of the water in the middle of the night. Scared the ♥♥♥♥ out of me. But it was just the submarine periscope.

Behind the Harbormaster hotel at the waterside, lives a kid in a shack. He talked about a monster in the bay. this starts te quest. South east of Goodneughbor.

Go to the coast, northeast from the fish packing plant, the sub itself is invisible until you get to the periscope but it's off the coast between the airport and the fish packing plant. Swim in the water. You'll see a boy on a pier.

How do you get more of the Homing Beacons?

Legit? you don't. You would have to console them. They also seem to have a cooldown time between uses so be aware of that.
They also seem to be quite weak (still one-hit kills but definitely not fatman level damage) and their AOE is small and the throw distance is short. I would stick with a fatman instead.

anyone ever notice the kids name who gives that quest is Kowalksy and he looks JUST like Shen's brother - but you ask him about family he says he has none
