Parsons State Insane Asylum?
Where do I get the quest to go into this place, since I need a key to enter?

You will be talked to by a ghoul in combat armor that asks you if you want to make some extra caps, he asks you to meet a man called Jack Cabot, this is the quest line that leads you in.

I was asked to investigate this place by a random Settler and when I arrived outside, it completed the quest. Later on I spoke to Cabot about this and it instantly completed the quest for me.

Also, the ghoul Booty Warrior is talking about can be found in Bunker Hill.
