At best pick them up somewhere, droping them down and placing it manually might be a idea.
Since no, you can't fix anything nor build smaller decorations. :(
That would be hella scummy..
Also there's really no reason they couldn't add in more small crap to put down... Looking at empty shelves sure is fun!
I'm with you though. I want to make my base look awesome. Definitely need more building things and decorations available (and they need to raise or remove the building limit on the settlements).
Not sure if this helps you,
But, you can move items aroud like Coffee cups in the build mode.
1. Stand it up right the old fashion way.
2. Enter build mode.
3. Grab it ( same way would a wall or bed )
4. Spin it to face the right way, ( same way you spin a bed )
You dont have to worry about bumping or kocking over other items, it will be like placing a bed, it will go through things tell you place it and will be red or green if you can set it there.
