I don't mean to insult you, but are you in the "Barter" menu and not the "Trade" menu when you're at your shop's NPC?

I'm not preordering but may pick it up after release. That sucks that those bugs still persist in F4.

When you assign a settlers to a shop the scripting needs time to implement it. Depending on how much scripting you have running is how long it is going to take.
IT JUST WORKS!
