North East of the Farm Crossing or something/north west of Finch Farm. There is a Army Building. There should be one

Not sure what your standard is for "dirty". There's 'Army Fatigues' (pretty clean), and 'Military Fatigues' (multi-cam like camo, or maybe dirty). What have you been wearing?

Check the clothes stall you can put in your settlement. Bought one on there. (their loot is random)
