Looks like this bug is back yet again as of 1.5...

I'm staring at a list of raw materials in my workbench (even tried moving to my inventory) of all the components required, I have the required skills, can't craft half my weapon mods. :-/

I had the same issue. The problem was the game said I had 3 silver on the crafting screen but was acting like I only had 1. I verified this by hitting "tag for search" (it tagged Silver even though it said I had 3/2) and then checking my inventory--sure enough, I seemed to have less than it said I did--maybe it counts the wedding rings?

Gave myself two silver via the console (this is why I buy all Bethesda games on PC) and it works fine, although it still thinks I have more than I do.

If you have the same bug that I do, you should see some junk items in the misc section.
In the Crafting menu u see 3/2 silver and you cant craft it. The crafting menu counts the misc junks too.

Yeah I was getting "misc" junk items I noticed sometimes. Mine turned out to be a conflict from a mod related to adding Fast Travel back for survival, of all things, but it was also happening with the Shipments of Concrete that weren't "misc" and weren't being turned into "misc" category, so there's still something going on.

It seems to be a bug with the materials stored in the workbench.
Dropping the materials on the ground and scrapping them in workshop mode fixed this issue for me. You should give it a try.

It was a bug caused by a mod, for me, thanks.

I have fixed this problem by removing all the quest items from the "misc" section that give you resources with console commands(because they were not droppable). For me it was Scribe faris' holotag, Knight Varhams holotag and Paladin Brandis' holotag, they all give +1 steel.

EDIT: Forgot to add the glitch seems to be caused by crafting materials trying to be taken from quest items that cannot be dropped. It even shows in the crafting bench as having enough supplies.

Sorry for reviving this post but it seemed to be the top link when I was googling.

Pardon the thread necromancy, but something similar happened to me- I was trying to craft a mod at a workbench out in the field, so I didn't have supply lines in place. The game kept telling me I didn't have the material even though it showed up in the recipe list.

I dumped all my junk on Dogmeat to try to grab exactly what I needed, and noticed I still had credit for one of the ingredients even though I had literally actually zero junk. Like Woods above, I guessed I had a quest item that counted as scrap that the workbench didn't use- as expected, you don't want to accidentally scrap a quest item!

So I just grabbed an extra junk item, the recipe showed I had 9 out of the required 8 circuitry (or whatnot), then it let me craft the mod since I had real, non-quest junk.

Hope this helps someone.

So I was having the same problem and was looking for a solution and now I feel like such an idiot. All you need to do is level up the gun nut perk under intelligence on the perk chart. Some mods obviously require a higher level to craft. I hope this helped out :D

And I'm going to necro-post this yet again, since I found the real solution to this problem. It doesn't have to do with perks, glitches or mods, it's just bethesda sucking.

It has to do with quest items that are junk, which count toward the material counter but can't be scrapped. Quest items which are categorized as "junk" will still show up on the materials counter, but not allow themselves to be scrapped in crafting, even if they don't appear on the quest log yet.

I was trying to put a suppressor on my submachine gun while doing the "Last Voyage of the U.S.S. Constitution" quest. It showed having all checked out, but it would not craft:

In component view (default C), the quest item "FLL3 Turbopump Bearings" shows as being able to scrap to aluminum, the problem being that I need it for the quest, even though it hasn't shown up on my log yet:

Lo and behold, when I eventually reach a checkpoint where I'm supposed to use the item in the quest, everything goes back to normal, showing that I only had 2/3 aluminum to start with.

So if something's not crafting, check for quest items.

Had the same problem. The issue is: you have a quest item in your inventory's misc tab, named "locket". Its made from 2 units of silver, but since it's a quest item it cannot be removed from your inventory. It's not junk neither, but in the crafting menu it is being displayed as usable material. You literally didn't have enough silver. Found out by going through all the junk in my workshop and then I gone through all the items in my inventory. Hope this helps after 9 years. Solved .
