I have tried using the console to set it to 90 but it always resets back to default when I close the console.
Both options? You mean both first and third person?
You need to change it in your .ini's if you want the changes to be permanent.
more than 90 and the fish eye starts to become too ugly IMO
Which ini do I need to go into?

download put in fallout installation folder, where your launcher is start it go in settings deactivate read INI only so you dont have to change it every time u want to play n GG
surprisingly, this value feels really good in fallout 4, and I find anything above it (90, 100 etc) to be uncomfortable
but to each their own, so do whatever suits you
I also recommend going to your Fallout4.ini and changing "fMouseHeadingYScale=" to double the value of "fMouseHeadingxScale=", or the other way around
