Survival is just broken.
When is Bethesda going to wake up and realize that bullet sponges are not fun? I'm about level 15 and my most powerful sniper rifle only takes away about 1/3 of the life bar away from a typical enemy with a stealth headshot. It's absolutely ridiculous and makes the game incredibly boring. I just fought some boss at a steel mill and he literaly took over 250 rounds of .38 ammo to the face before dying (I wish I were exaggerating but I'm not). And the only way I could survive long enough myself was to exploit the AI and pop stims/drugs like a madman.

And honestly, I'm fine with the damage I take on survival. The player should die quickly as it's more fun that way but enemies should still die fairly quickly as well. However, sitting there sniping a super mutant in the head only to watch their health bar barely budge is just boring, tedious, and frustrating. And the worst part is, Bethesda should have known better because this is a serious problem all of their games have had since at least TES4. I still remember fighting some goblin chief in Oblivion with one of the best swords in the game (Goldbrand I believe) and maxed out melee stats and the fight literally took ~15 minutes simply because the goblin had such a massive health pool. It wasn't even a challenge in the slightest either because at that point I was so powerful I essentially had godmode.

Basically, I hope someone makes a mod soon that fixes survival so that damage to the player remains the same but enemy health is no longer scaled up from normal. That would keep the game challenging and actually fun because I can't imagine that anyone finds it entertaining to spam bullets into an enemy's face only to have it tickle them, leaving you with no other viable options than to spam stimpacks/food and abuse the AI. In short, turning enemies into bullet sponges is the absolute worst way to increase difficulty. It's purely artificial, breaks intended game balance, and is simply no fun at all for anyone.

40 hours in, survival is just fine, some areas pack too much power... come back later with more punch, fixed.

Come back with more punch? So basically, only the absolute best weapons in the game become even remotely viable? How does that fix the problem? Like I said, bullet sponges just break game balance and your comment only proves my point. After all, what's the point in having dozens of different weapons if only a handful of the absolute best weapons in the game can actually kill anything? I'm sorry, but Bethesda absolutely fails with difficulty settings.

Ok so you want to play survival but still smoke it with a base raider rusty .38 pipe pistol, be my guest, wait for mods.

On the other hand, my currently medium modded weapons do short work of half the enemies, a handfull well placed shots for them hardened and legendaries, and i'm glad the world bosses are still something to be worry about.

Stop complaining, start modding your weapons, make yourself a good stock of psychojet, bring a friend for twice the power, bring that power armor to the game if the challenge warrants it, and learn to savor the possibility that you just can't do everything as soon as your eye lays upon it.

Some folks like them, I am sure ledgenary mobs are only needed for the items, but you may get a mod in the future to turn them off. There were quit e few mobs that could tank the ♥♥♥♥ out of bullets in Fallout 3 too, hell even in Morrowind they had mobs you could hit with Umbra like 220 times before they would go down. Also the orgianal Fallouts had mobs that took a while to kill. The only mobs so far I found very hard to kill as far as ammo count, was legendary Death Claws and Assultrons though.

this game's "difficulty" increase is equivalent to games where to "increase the difficulty" of dungeons they take the saem mobs doing the same things and just attach bigger numbers

difficulty levels should affect the INTELLIGENCE of enemies, and maybe their average equipment and frequency, that way the employ more varied tactics or work as a group against you more

instead of just having the same dumbass raider wearing no clothes charging you with the same dumbass tire iron except this time, what before wouldnt hurt you in your skivvies, will one-shot you through power armor

OP, You picked the harder setting, and then you are upset that it is harder.

Like this post says its fine the way it is some areas are just way harder then others (further south the harder it gets). Power armor is you friend on this game mode saved my butt a lot the X-01 is a beast of power armor.

They made it so that you can set the difficulty so things aren't bullet sponges, so apparently they already woke up and realized it. Now the real question is... when are you going to wake up and realize that you're the one who set the difficulty higher?

So you're perfectly fine with bullet sponge enemies and a difficulty setting that renders 90% of the guns in the game completely useless? I'm sorry, but that's horrible game design. Better weapons should have advantages but a .308 round from a bolt action sniper rifle should still hurt like hell. You shouldn't be absolutely forced to bust out the .50 cal just to do more than scratch an enemy.

Did you even read my post? Bullet sponges are not a legit way of making a game harder. It's frustrating rather than fun and breaks game balance.

I like how difficult it is to kill some mobs. Knowing I can one or two shot anything the moment I walk out of the vault would kill the game for me. At early levels I want to have to think twice about attacking something. Not only do I have to worry about my ammo supply running out, I will need to make sure I have some sort of escape route before I pull that trigger.

just use a mod and stop crying about it, you can fix it in 5 minutes

When are you going to wake up and realize you need to read and comprehend what someone is saying before you try to respond to them? I already said I'm fine with taking extra damage. Normal is too easy because you basically can't even die unless you get completely careless. But survival is broken specifically because bullet sponges destroy game balance and ruin the fun.
complaining the highest difficulty is too hard my god where are we going...

That's great, but it doesn't excuse bad game design. Bad game design that has existed in at least the last 4 major Bethesda releases.

As the TC, Steam really should give you the ability to delete posts in your own thread to clean up nonsensical replies that are the result of people not even reading what you wrote. Your comment makes a strong argument for the need for such a system.
