Come back with more punch? So basically, only the absolute best weapons in the game become even remotely viable? How does that fix the problem? Like I said, bullet sponges just break game balance and your comment only proves my point. After all, what's the point in having dozens of different weapons if only a handful of the absolute best weapons in the game can actually kill anything? I'm sorry, but Bethesda absolutely fails with difficulty settings.
On the other hand, my currently medium modded weapons do short work of half the enemies, a handfull well placed shots for them hardened and legendaries, and i'm glad the world bosses are still something to be worry about.
Stop complaining, start modding your weapons, make yourself a good stock of psychojet, bring a friend for twice the power, bring that power armor to the game if the challenge warrants it, and learn to savor the possibility that you just can't do everything as soon as your eye lays upon it.
difficulty levels should affect the INTELLIGENCE of enemies, and maybe their average equipment and frequency, that way the employ more varied tactics or work as a group against you more

They made it so that you can set the difficulty so things aren't bullet sponges, so apparently they already woke up and realized it. Now the real question is... when are you going to wake up and realize that you're the one who set the difficulty higher?
So you're perfectly fine with bullet sponge enemies and a difficulty setting that renders 90% of the guns in the game completely useless? I'm sorry, but that's horrible game design. Better weapons should have advantages but a .308 round from a bolt action sniper rifle should still hurt like hell. You shouldn't be absolutely forced to bust out the .50 cal just to do more than scratch an enemy.
Did you even read my post? Bullet sponges are not a legit way of making a game harder. It's frustrating rather than fun and breaks game balance.
When are you going to wake up and realize you need to read and comprehend what someone is saying before you try to respond to them? I already said I'm fine with taking extra damage. Normal is too easy because you basically can't even die unless you get completely careless. But survival is broken specifically because bullet sponges destroy game balance and ruin the fun.
That's great, but it doesn't excuse bad game design. Bad game design that has existed in at least the last 4 major Bethesda releases.
As the TC, Steam really should give you the ability to delete posts in your own thread to clean up nonsensical replies that are the result of people not even reading what you wrote. Your comment makes a strong argument for the need for such a system.
