Report a translation problem
I played and lasted survival mode for about 30 hours and then I gave up on it because of a horde of super mutants was attacking a place I had to defend and no way I could kill them.
So I could either fail that mission and let the mutants win there or adjust the difficulty.
I chose for the 2nd option :P
I think I found more and more legendary mobs as I got further in the game (around +/- 15 hours I think) so give it a bit of time and you will run into them.

a legendary ghoul reaver (or stalker cant remember)
a legendary savage mongrel
a legendary synth ..something something (i ran away the moment i saw it and like 4 other synths with skulls next to their health bars)
im only level 7 at the minute but they are out there :) the loots pretty useful too got a lock picking aid that makes the sweet spots bigger a chest piece that increases my defense against certain enemy types and a pipe pistol that restores all my AP when i land a crit.
4 L; Ghouls
3 L; Radroaches
2 L; Raiders
2 L; Mongrels
and a Legendary Super Mutant(killed me and then didnt spawn when I reloaded)
This is just the list of what I can think of, pretty sure I've come across a few more.
I think it says in the options the chances are bigger you will run into legendary enemies if you play on a harder difficulty, yes.
The punishment part, well....
I found it really hard to beat a pack of feral dogs if each could take about twenty .308 rounds to the head without dying ;P to name one example in particular.
i am rushing the Charisma Bobblehead on my survival run. and lets just say that there is 4 death claws near Parsons phyc' ward.
got to think cleaverly. what i did was lure the death claws to all the raider outposts i needed gone, and then to finish them off i lead them to the mercenaries at parsons.granted i got no EXP for doing that, but i got 4 death claw steaks, and all the combat armor/machine guns/ammo/legendary weapons i could ever want?
does it make me evil as sin to abuse people? yes, but this is survival of the cleaver here!
