Why is the perception perk so bad?
In the older fall outs I could literally see anything with perception of 7 or better from a mile away to the point where it was kinda annoying because my screen always had some kind of red marker on it.

But now with 8 perception I can't even see a mole rat on my radar that was 10 steps or so away from me that I was looking at down the sights of my gun. What gives?

You mean something like lockpicking, steaing chance and VATS accuracy? There we go, Perception is a stat as it effects your abilities and such.

fun fact:pickpocketing is a agi based stuff. Fun fact lockpicking doesnt effected from perception you still need to get perks to get locks. If you played original fallout there were only lockpick chance on a lock no advance or something. Git gud

yeah it is but it doesnt make it a stat. Perhaps you should learn what stat means?

Fun Fact: You don't need to be agile to pick someones pocket. But you need to know what you can steal and from where, which is based on your perception. Dexterity is the term you are looking for, but that is not in the game.
Fun Fact: When lockpicking, a high perception increases the area you have to find, making lockpicking easier, so it does affect lockpicking.

In addition, a simple chance of success is not something i would like to see again. Oh god these Morrowind flashbacks...

To say vats is worthless is horribly horribly ignorant. A luck perception build is very good.

The advantage of vats over standard shooting is that vats can crit and insta kill something, or trigger bloody mess, or the stranger perk which can end up taking out a whole room off of one or 2 bullets.

Vats is VERY good

If you are have any experience playing a shooter? It is. You'll be spending a ton of perk points getting your VATS to be remotely comparable with manual aim is much better spent elsewhere.

And even if you max out VATS completely, you'll never be able to use it at the same ranges as your manual aim.

playing on a controller? VATs will help.
playing with keyboard and mouse? VATs is vastly less accurate then you likely are. They have balanced the SPECIAL skills out in this game by dramatically limiting their usefulness... I dunno but now it feels like each point of special and each perk is worth about half of what a perk or special point was worth in fallout 3.
