Report a translation problem
One way to do this is take note from your current skills then starta new game normally then, when you finally get out of the vault change your stats via console.

No there's no new game plus
Besides the difficulty level the games enemy level is decided on how far you are from Sanctuary which means that if there was a New Game+ it'd start off horribly unbalanced and pretty boring.
So, no, not really. But if you wanted to do it yourself, it wouldn't be hard.
