You're being ridiculous. There's a difference between the game not making it actually impossible to get every perk, and realistically getting even close to that.

But to address OP, save scrum. Get idiot savant, then save before turning in a quest, keep realoading until idot savant procs, 5x exp on a quest turn in is CRAZY xp.

wow, I did get the perk, but never once show up when I finish a quest.

you can get all the perk is good, why not, so you are free to chose how to play the game.
I allways sneak the game first.
but it's very hard to do this at low level.
very easy to be detected, no silencer for gun, ect.

I actually changed my build to defence and hand gun. I can only do sneak approach at late game. witch is still very far away.

As far as I know, the level cap is 285. That's when you get every perk and SPECIAL point maxed out.

As for exp rates, I believe the best EXP would be to take a perk which gives you more EXP the lower your intelligence is. Either that or 10 intelligence in SPECIAL. You can also get Well Rested and Lover's Embrace, which adds up to +25% EXP if you get a romanced companion and rest in a bed.

Agreed! You could also get idiot savant perk even your int is high this perk still active. Another bug of bethesda. Do some radiant brother hood quest, great exp, farming legendary and more loot.

To get every perk you'd need to be level 300 or so? I have 200 hours, have seen and done everything, and am only level 85. So yes, I do have a specific build.

I'm only looking at this because I'm like level 62 now and it takes so long to level up.

I do that whenever I start a new character to level up really high so all mobs will be at their strongest throughout the game.

Reaching level 264 will allow you to have all perks and max S.P.E.C.I.A.L.
Reaching level 65,535 requires 161,062,092,801 experience points.

BUT, at lvl 65,535 apparently the game crashes on launching.

Indeed having all specials and perks doesn't mean you won't level up anymore I mean you don't have to pick a perk .... the most fun I find the BoS radiant quests in the beginning especially tech recovery it's a great way to get xp and discover new places.
