If you know how that person is (ie a named Quest character) you need to find out their ref ID.
You can lock any ID without clicking on it by using the "PRID [ref id]" command, then the moveto player. For instance Dogmeat is 1d162, to lock him it would be PRID 1d162.
No name generic settlers are untrackable by any form or means, so if you want one of these, you'll have to find them (or write down every REF manually)
On second thought.. maybe I should have worried about it. The family I was supposed to be fixing the pump for ended up drowning in their beds, because the water was close enough to the building that it was partly inside it. So, saved the mother from eternally drowning and reviving.. but killed the family. Oh well, least now I know why the father sobered up.
I mean "resurrect" as a command can be used to bring most of the dead back (They have to be a fresh kill, it won't work on scripted dead) If they are missing a head or standing there thinking about sucking your brain, you might want to follow it up with a "Recycleactor" command.
