Voice/Dialogue cut off/overlapping
Whenever I play the game and I'm doing a quest or talking to a NPC, their voiceovers will start a new sentence whilst their still speaking another. How do I fix this because it's starting to get annoying trying to follow what a person is trying to say.

Just started getting this. the weird part is that the dialogue was fine until today, then all of a sudden i get to Diamond city and Pepper's talking all over her own lines, then Preston (who i have as a follower) started doing it.

I've experienced this before aswell, I think ot might have something to do with the fact that the engine speeds up when you're experiencing higher fps, theres a video about it somehwere on youtube.
I think limiting your fps to 60 might help, I'm still yet to try this but it seems like the only logical explanation to me at this point.

I'm having this problem, too. My own dialog options appear just before the end of NPC's sentences. It's bad enough that I've missed the point of some conversations.

(Edit) Sadly, locking the framerate to 60fps fixed this issue for me:

I just got a 144hz screen and noticed this too. But I did not have to limit it to 60, I just set it to 100, and it still works ok.

started a new playthrough on a new desktop to play (up from an old laptop) and encountered this issue, thought it was a mod since i started adding alot of variety to my loadout but then noticed it is definitely a FPS issue that can be REALLY immersion breaking to dialogue when your getting 90+ fps , at 120fps it was like conversations on meth.

Read up on the thread, game speed is linked to fps count, and basically odd stuff can happen above 60. As it's a result of the engine used, bar shoehorning the game into another engine, it falls squarely in the realm of 'deal with it'.

DUDE THANK YOU SO MUCH! These simple changes have made my game so much more enjoyable. I tried messing with the settings on my own a while back and kept giving up (probably because I was really baked). But anyways, thank you. Worked perfectly for me.

I can confirm changing "Triple Buffer" and "V-Sync" to ON in AMD drivers resolved it here too. Thanks!

i just hate how when im talking to somebody, my character spins around and then turns their head to look at the person while their talking

Then your fps in still too high.

Go to Documents/ My Games/Fallout 4/Fallout4Prefs.ini. Under [Display] scroll down to iPresentInterval=1. Make sure it is set to 1 and Not 0

Also, go to the Nvidia control panel's [Display], Change Resolution and set your refresh rate to either 59 or 60Hz.

And, make Double sure you have vsync on in Nvidia's 3D settings.

i used this tutorial to unlock FPS "https://www.youtube.com/watch?v=I8PUBzsZOko"
it made everything too fast from walking and jesus christ lock picking felt like i was "the flash"
and speech got overlayed

Poking around i found out about rivertuner, i just got it off guru, installed it told the software where the game was and capped the FPS to 55 (i didn't play around i just guessed 55 fps and it worked)

nvidia control panel barely affects anything rivertuner is better

I had this problem when I upgraded my computer and bought a 144hz monitor. When listening to the radio the songs would cut off before ending and dialogue between characters cut off and overlapped. I looked into the frame rate issue and found a solution.

Open your fallout ini file in documents, my games, fallout 4

It should start with [General]
Under that type “iFPSClamp=144”
Without quotation marks

I thought if I put in a lower number like 60 thinking lower FPS it would slow it down but it actually sped it up. When I put in 144 it was perfect. Fixed.
