It's not a bug, I'll give you a hint. They're there, they're sleeping. Go wake them up.

I cant seem to find any enemies. Hmm

There's just a bunch of dead feral ghouls. . .

This bug is still in the game; it appears to happen when you have crossover quests. I had one from Minutemen and one from The Institute. All ghouls are dead - ran the whole thing with my infrared scanner. Nothing alive to kill.

I finally found out how to fix this bug. I went around whacking all the seemingly dead ghouls with my sword suspecting one might not really be dead. I found one lying seemingly dead in the green building slightly up a hill that you see from inside the hut with the workshop in it. The hut also has a dead settler in it but I don't remember if I found him there originally or not so I don't know if that is helpful in identifying it. I was using a sword with an electric modifier and I could tell it was still alive but not moving as only living enemies flash with electricity when you hit them. Back to the workshop and voila! Also, there are some roaches higher up the hill that are lurking somewhere that I didn't find when I initially tried to capture the settlement. Not sure if they also have to be killed but they could easily be missed.:steamhappy:

There's ghouls and roaches.

I have killed all of the ghouls, roaches, and the rust devils. I can build and plant, but I can't get rid of the busted up existing buildings. Is that a bug or just something I need mod for?

I've run into this problem as well. I have killed everything ... twice, just to be sure, and I have built a generator and radio tower, and there are now two settlers in the settlement, but the quest won't complete. It there a console command to force the completion? This is my third time through playing, and it completed successfully the first two times. This is really messing things up, because I can't do anymore Minutemen quests until this one is completed, and this really is my fav quest-line, and I don't want to start over again.

I've had a bug with the tower in this quest. Ive placed it and powered it, turned it on and there are settlers at this place but I apparently still need to activate it.

It appears to be a bug. I finally got past it using the console command setstage. This is only for the "Clear the Way for Tenpines Bluff" quest to clear the Sunshine Tidings Co-op. On my system (PC) I used "setstage minrecruit05 200" and that set the Co-op as cleared, and allowed me to report back to the settlers at Tenpines Bluff, which allowed me to report back to Preston.

I got here and all the feral ghouls are dead (yes, I shot em to check, it's showing the quest marker over a dead ghoul)...
