This settlement thing was such a tacked on garbage idea to artificially extend the game play any way. You can completely ignore it (aside from maybe creating an armor and weapon crafting station) and it doesn't effect your game play at all.
I literally am commenting in steam forums for the first time to say "Thank you so much" to you.
I have been fast traveling back and forth testing things for like a half hour and was about to just give up and worry about it another time.
the idea was that you can ignore it IF YOU WANT and it wont impact the game...thats a good thing. If you HAD to do this orelse you missed out, people who dont like it would complain even more.
The whole thing definetly has its problems, but its a cool feature if you ask me...whats wrong with litterally being able to build your own house, how you want it and where you want it. So you have somewhere to store all your items/junk.
