Well, there's resolution and there's settings. These are two different things and resolution itself doesn't fully determine how good the game's going to look.
He'll most likely run it well on medium, to be honest. With a good CPU, of course.
Sure, you could argue that they're different things, but considering 1080p is the standard, then that would make 720p a lower setting. Lower resolution = lower quality graphics.
