i know what you mean i had the same thing what i did was i first issued "go" command to the target assignable job then tried to assign them after 5-6 tries brahmin dissapeared and they stayed in the settlement be patient...
That could "take care" of your problematic supply line. :3
I heard they can die to your landmines. ;p
To CHANGE the supply line, choose the Supply Line command (LB on xbox) from the workshop menu while aiming at a Provisioner.
To REMOVE the supply line, choose the Move command (X on xbox) from the workshop menu while aiming at the Provisioner, and move them to another town that you don't care about.
You may have to repeat this a couple of times if the provisioner is out of the town. This fix worked for me and took me a while to figure out, so I thought I'd share. Save frequently and don't blame me if it breaks your game. :)
