You can also pickpocket the fusion core of someone wearing armor, which makes them get out - but even if they're raiders, the armor is marked as owned and thus you're stealing if you take it.

My advice, do not use it for yourself, instead ask your companion to use it.
As for your self, use the one you found in the wilderness.
With that everyone will happy.
If your companion damage the PA, transfer all the broken part to you, ask them to get out from PA near PA station so you can repair and put back the part.
After that, asked them to enter again.
If a raider in power armor is alive and the onyl guy left, hide until you exit combat (ie go bakc to hidden.) At that point the dumbass AI will climb out of the armor. You could probbaly evne do that with some of the gunners.

I stole that from a raider attacking Hangmans Alley. Idiot was stuck in the wall, so I hid. He teleported to the alley way and exited the armor.
