Lancer-Captain Kells not spawning

Hi, I have problem with mission: Shadow of Steel. I'm in Prydwen, but Captain Kells not spawning. Did somone help with this? I know i can spawn it with codes, but i don't know ID of Captain Kells. Please help.

if you havn't completed the part of the reunions quest at fort hagen then do that first. It will make him spawn, using console commands piror to completing the quest didnt make a difference in my case. If you did the fort hagen thing and he still wont spawn then try the moveto player command with Kells ref id 0001CC15.

Thanks Mad Jack! I had been neglecting the main story line - hadn't even been to Diamond City yet. For what its worth, using the player.moveto 0001CC15 command just teleported me to the place he should have spawned.

The codes worked to spawn him, but when I try to speak to him he continues to say the same line again and gives me no choice to interact. Please help, it's infuriating!

This is the answer. I boarded the vessel, got separated from Danse, and couldn't find Maxim or Kells anywhere. This solved it. Thanks.
