Interesting. I can confirm that Sparky/Buttface does not move with you if you fast travel, however, which is certainly an issue in getting it go back to a settlement (It's more worthless than Dogmeat in previous games, especially if you enjoy AoE damage)
This is just a random encounter, she will follow you around for only a very short distance, and she will no longer be there when the random encounter spot "resets".
It is little stuff like this that makes me love this game. Some people think it's stupid but it makes the world come alive.
I wish it couod be a real actual follower like dogmeat
