I read in another discussion that it may be that Sanctuary is overpopulated. This may be the case. I have 16 residents at Sanctuary and I have 6 Charisma. But a provisioner shouldn't count as a population point towards Sanctuary...wtf?
Yes you reached the max. Sanctuary cannot hold anymore. And yes for some reason you must have 1 less settler than the max in order to send a supply line to Sanctuary. Think of it as reserving 1 population slot temporarily for the provisioner.
So move a settler from Sanctuary to another settlement, turn off the recruitment station, and you should be able to form supply lines to Sanctuary again.
Yea, I have this problem too. SOMETIMES it is because my target destination is at max occupation, but other times its jsut grayed out for some unknown reason. Maybe there is hidden max trade-route variable we cannot see?
IDK, but im with you, this crap is annoying.
Nah man, I get this even when a settlement has 12 people and my maxed charisma allows 20.
