I believe if you ring it, it will gather all nearby settlers to the bell.
See if that helps you locate your missing townie.
the problem with this is that it stops EVERYONE just to find one or two settlers.
Why not quicksave, ring the bell, see where they come from.
Reload then head in that direction to look.
It's a bit cheaty - but desperate times?
Yes I have surplus beds, food and water. The whole settlement things is very hard to understand for me. For example I know a worker can be assigned to up to 7 plants, but only 1 scavenging station, store or guard post :S
It would be nice if we could rename the generic Settler's to help keep them straight. I've taken to giving them specific clothing and hats based on what job I've assigned which helps some but not when a new settler shows up already wearing one of my outfit choices.
