No, keep it read and write. Don't set it to read only. The solution is to type the umber twice. For example instead of fov 90 you would type fov 90 90.
Solution!

Awesome! Thanks!

No wait, it switches back after I exit the console :(

type fov xx and then refreshini (one word) to make it stick
Cronyx Nov 21, 2015 @ 8:57am
Nope, refreshini doesn't help. It still snaps back to the default INI after exiting console.
Brackets Nov 21, 2015 @ 8:58am
Why not change it in the INI anyway?

After you find the FOV you want using the console, go to \Documents\My Games\Fallout4 and set Fallout4.ini to read-only.

setcameraFOV ## works for in-game console command that stays while playing. setcameraFOV 90 seems to be a good value, its default set at 70.

An odd method that I find works for third person is open your Pip-Boy before you set the FOV. While the Pip-Boy is still open, set you FOV to your preferred level with "fov ##" and exit the console. The FOV from the Pip-Boy will change and cascade into the main game's FOV. You may have to redo this each time you start the game.

"SetCameraFOV" and "FOV" are the same command basically the same with "ToggleGodMode" and "TGM" - same effect, no difference except it's shorter.

The FOV function takes two parameters. One for the pip boy display and one for the landscape view in action. Then you need to save it.
For example:

Open console

fov 80 110
saveini

Close console
