Im just gonna go ahead and call you out: You don't even own FO4, your arguments are extremely invalid. If you did own fallout 4, and had a few hours playtime, maybe that'd be something. I do realize you can refund titles, but even so, 2 hours is not enough to get a feel of a game. You're a keyboard warrior on a bandwagon of hate.

On topic: Whilst the map is small, everything is stacked ontop of eachother, and there is a lot of indoor locations. Also underground locations. Also skyscrapers.

What a stupid comparison.
fallout 4 base map is 43m^2 which is significantly bigger than gta v's 31mi^2... idk where people are getting gta v is bigger. in addition to that, far harbor dlc adds a land mass that's about a third of the size of the base world?... so deffo fo4, that's not even counting all the interiors in fo4.

GTA5 is way bigger runs better.. Maybe looks better? I think its a toss up because Fallout 4 has better art direction. All that said, GTA5 is much less densely populated with content and has less going on in the simulation department. Not to mention Fallout(All Bethesda games since Morrowind actually) have tons of (often player-placed) Objects to keep track of.

NPCs don't have scheduals, they are really just animated props.

NPCS and Cars don't persist (Except in rare, usually quest-related circumstances). Once something leaves the render range (And a bit further actually) it's dropped from memory.

You can't alter the environment: Everything is static, and is dropped from memory after a short time.

Everything about Fallout 4 comes back to Memory, memory, memory. Bethesda's games "Remember" What you do. Drop a can in the street, it'll stay there forever unless acted upon. Build a giant wooden penis in Sanctuary? It's there for life man. Murder everyone (Not essential) in Diamond City? Enjoy your ghost town. That kind of persistance comes with a price, and since everything comes from the same resource budget, other places have to give.

I have not played GTA5 so I'll reserve my opinion on that.

I have, but I'm talking about official comparisons, gta v is 31mi^2, fo4 is 43mi^2 in just the base map not counting interiors or far harbor which put it well above gta v's land mass which it already was above.
There's no way Fallout 4 is 43 square miles. It's smaller than Oblivion (And Skyrim actually) which are around 16 and 13 square miles respectively.
If you're buying the game based on free roam fun, I'd recommend GTA 5. That's what that series always strives in succeeding in. Fallout is normally the roleplaying route.

I actually don't agree with that for GTA5. The "Free Roam" is pretty repetative. The open world is merely a distraction between objectives, and once those objectives are filled you're done.

Bethesda games strive for exploration elements, so free roaming is actually an integral part of the experience. The idea that you could completely eliminate every "Quest" in Fallout 4 and still have a fully functioning game should tell the story enough right? It's kind of like the progenitor to Minecraft in that way. Player-driven objectives.
