One of the many odd and unsettling 'cults' of the wasteland. Told me to give him all my stuff and I did. Gets angry when I want it back and now I'm naked and have NOTHING.
He's a troll ass so I killed him with my naked fists of justice but I wish to get my stuff back the way I was intended to. How do I pass his tests(Levels)!?

By beating that MF down. If that's what your character would do, that's what he would do. Sounds like you found one of the tiny number of quests that allow some freedom of action.

The cult called "pillar of the community" is just a new form of highway robbery. If you are perked up enough and threaten him (before giving them your things) then you will trigger some dialogue where they just spill the beans on the whole thing and your free to go. I'll add a screenshot of the part in the dialogue where they tell you it's a robbery below, in-case you don't trust my words

Yea it seems there's no other way around. I took this as a test of idiocy and could tell he was a con. Killed him right after posting and went on.
If you say give my ♥♥♥♥ back, he just says 'there's no money back guarantee' or some salesman bs. That's where I punched his dome off.

If you fail said speech check, he tells you you're either leaving naked or horizontal, then draws a pipe pistol. All this to the face of a man with a fully loaded combat shotgun out and ready.

May have glitched for me because with all dialogues chosen I could do nothing but punch him in the face hole. Good ol' Fallout

Think about it, the brotherhood pilot was trying to save you from being scammed. You should dig up his charred corpse and thank him.

I didn't even bother talking to him, just ran down the steps with an advanced combat rifle and mowed them down. Then I stacked their bodies all on top of a car and blew it up. Because Fallout.

I just heard the shots then a big explosion nearby but did'nt hit anybody :/ .. but it is at least curious... I thought the event had happened just with me :D
